A wiki needs to be inviting for collaboration, and allow contribution from all users, with very low bar for effort required to make edits.
Of course, there is vandalism etc. so sometimes access needs to be gated and protected, but it's towards the goal of having it be open for everyone to contribute.
Without this spirit you have less of a wiki, and more of a knowledgebase.

Is this a name collision or is the related to the DAIR institute

Looking at the name that keeps showing up on the linked site, I suspect a collision is most likely (to be charitable).
If the contributor instructions for your wiki requires:
1. forking the repo
2. committing the changes
3. submitting a pull request
... then you don't have a wiki.
Correct
